I think those techniques are the old ways or I can say the basics of On Page SEO and I would suggest for the latest SEO techniques today are Content marketing and Infographics.
Recently I read an interesting post about how to find broken link building opportunities in Wikipedia? Has anyone tried it? I guess this technique can be listed among the latest SEO techniques.
Content marketing is the best strategy in SEO. Any techniques that is beneficial for the user will stand in the market for along time. Content should unique and of high quality. Other than content marketing, forum and social bookmarking plays the better role.
In my opinion
Keep content fresh and valuable
Post to Social Media frequently
Add new pages
guest posting and forum posting
There's no new techniques in SEO. In 2014 content in King because Google and all the other search engine loves fresh and unique content.

I would further like to add some points to the above list:-
- Optimize the Meta tags and description of the page.
- Using title tag for images
- Proper percentage of keyword density

After On-page optimization as mentioned above, the latest off-page techniques are:
1. Local Business Listings
2. Guest Posting only on Highly authorized sites
and..
3. Normal OLD link-building techniques like social bookmarking, forum posting, answering sites, blog commenting, etc.... but only on high PR, non-spammy websites.
There are no latest techniques for seo. But at this time quality content submission on blog Posting, article submission, forum posting, yahoo answers and press release on high page rank websites are more beneficial for our business and website reputation on search engine by SEO .
