Yes that true. the changes in the URL of the site causes it. If you like, you can redirect those backlink from the previous URL into your current site. And it seems that you need to work in off page optimization.

...Now the thing is that, my website urls have been changed due to re-development and also I have put same keywords which I was using before on different pages. ...
You had to
make 301 redirect manually from all old pages to relevant new ones. If google still show your old pages in SERP you still have a chance to do it.
Eventually Google reindex all you website and put new pages on proper positions. But you had to think about changing URLs in advance and plan you actions...
You must expect the downfall of your keywords due to the re-development of the site and I wonder you didn't know about this before you implemented the changes within your site.
I like to recommend you 301 redirect for your website pages which are already in rankings before redirect it to new website which you designed.
Yes,I agree with you, instead of 302 redirection, better to go for 301 redirection, But doing re-directions frequently is not a good tactic.

The term "on-page optimization," also known as "on-page SEO," refers to any and all actions that can be taken within a website to raise its ranking in search results. Instances of this incorporate measures to advance the substance or work on the meta title and description.
Set up 301 redirects from old URLs to new ones to preserve some SEO mojo. Next, double-check your meta tags and ensure they're optimized with the right keywords-don't stuff 'em, keep it natural.
Resubmit your sitemap via Google Search Console to speed up reindexing. Also, audit your backlinks, if some got lost, rebuild that link equity with fresh outreach. On-page SEO needs to be tight - focus on content relevance and internal linking.
