We can not compare the both. SEO is a free practice of creating links and enhancing the traffic while PPC is a paid practice of sharing the traffic and inquiries for a particular keywords you pay for which.
If you are starting - SEO is much better.

SEO can provide sustainable, long-term organic traffic, but it takes time and effort to build up. PPC offers more immediate visibility, but you have to keep paying to maintain that traffic. Ultimately, I think the best approach is to use a mix of both and continuously test and optimize.
