Find a nice blog domain name and register it.
Pick a blogging platform for beginners - most likely WordPress.
Sign up for a blog hosting account - Bluehost is what we recommend as the best place to start a blog.
Have WordPress installed.
Pick a blogging WordPress theme.
Install a set of must-have WordPress plugins for blogs.
Customize your site and fine-tune the blog settings.
Write and publish your first blog post.

Do you want a free blog service or are you going to pay to host your blog? I use Blogger now for my personal blog. It's free. Wordpress also offers use of its blogging software on their domain too I believe for free. Making this decision is primary to blog execution. How you choose to launch will determine your next move. This takes into consideration costs of course.
