Keyword stuffing should not be a part of SEO. Also it is not authorized as per any search engine algorithm. Apart this with lot of stuffed keywords in SEO from long time search engines are not giving any importance to keywords in on page optimization.
It is well informative article about on page optimization but you can add some more information like Content optimization with proper keyword density, Structure of URL, Use of sitemap, Robots.txt file, page segmentation.

I agree about the title, but the keyword meta tag hasn't been used by Google for a long time now, and although the meta description tag is useful formaking sure Google displays the text that you want it to in the search results, IMO it does not influence the SERP.
You are talking more about on page SEO. On page SEO should go hand in hand with off page SEO.
