Goals in Google Analytics are used to keep a proper track of your marketing efforts.

Suppose you have a contact us page or Lead generation form. By making use of Goals in Google Analytics you can keep a track of how many users have filled that form and how people have done a particular activity.

Goal represents a completed activity or conversion it can be of different kinds depending on the requirements like filling a contact form, making a purchase, Signing up for a service etc. If you don't use make of Goals then it would be difficult for you to keep a track of your site's performance.

Goal in GA is a hard‑coded KPI that flags when a visitor hits a conversion sweet‑spot - like a form submit, purchase or time‑on‑site threshold.

To set it, swing into Admin → View → Goals, click "New Goal", pick a template or custom, define the type (Destination, Duration, Pages/Session or Event), plug in the URL or event params, toggle the funnel steps and save.

For online businesses goal might be tracking like how many users complete a purchase or submit a contact form. Knowing this data is important to inform the website's performance and how to better the marketing efforts.
