How is my site getting backlinks from unknown "websites", and is this a problem?? Furthermore, how does the search console actually track backlinks? I notice that some show up for some articles, but not for others. Additionally, it seems to take several months for some links to show up at all.
check those sites from your site is getting backlinks. if the site is genuine and relevant, no need to worry! if the site look spammy, you can contact and ask them to remove the link! else disavow those domains!

google link detects depend on links quality. if the links have good quality and the website which gave you a link has good visitors from google and updated daily then your links index fastly in google

First check the sites from your website is getting strange backlinks. If the site is genuine and relevant to your niche, you don't need to panic! But if the site looks spammy, try contacting them and ask them to remove the link to your site or else disavow those spammy domains.

We see backlinks of our websites that aren't created by us via off-page activities. May be they are created by the websites or some content have your mentions. If they are high DA, relevant & non-spammy, sit back and relax.
Use Google Disavow tool if you don't want them anymore in case they are spammy.
