There are several techniques to increase website traffic. Before jump to link building process, make sure your website on-page are all done, because both on-page & off-page activities are important from seo point of view. Here are basic on-page activities like unique content, meta tags (title & description should be unique), proper use of keywords on meta, heading and website content, check site errors(404 errors/broken links), sitemap, robots file etc. One you are done with seo on-page then you can go for off-page for generating links & traffic which includes creating social profile on different networking site, local listing, if you manage to get high authority links from .gov, .edu domain or links from High DA that caries lot more weight-age than free or low quality websites, forum posting, facebook/Google paid marketing, press release, article/Blog marketing & Guest posting on relevant site

How you can do it? By ranking higher in search results.. preferably in the top 5 results. Explore social media. It can be one of best drivers of traffic to your site. Submit articles in niche sites. Write for other websites in your niche. Actively participate in discussions in forums. Advertise. Try paid campaigning. :)
