Reverse SEO: How to move down the link.

Before my starting, Thanks to seomastering for giving discussion place.

Hi,
I am in a bad problem. Actually I wanted to a link down which was a gov link at 3rd pos. in Gooogle.com. After working, it has gone at top of page. What should I do? Please help me.  How to down ? I am puzzled already.
