Personally I like cloudarion.com (https://cloudarion.com/) service. The cpu load from other users is pretty low, and even if the disks look full on cpanel they seem plenty responsive.
Their goal seems to be to satisfy customers, not to make it difficult to switch hosting.
In total I love NetShop-isp.com.cy web server hosting (https://netshop-isp.com.cy/dedicated-servers/), it was really easy to pick up and start using.
All the features and freebies have been really good and I looking forward to using them for years to come.
I have found them to be the best host for support, advice, and pricing out of several hosts I have ever seen before.
I have never seen such an elite service! Hostingsource.com VPS hosting (https://hostingsource.com/vps-hosting/) service is excellent, the speed and reliability of the servers is awesome and the price is more than reasonable.

The servers are also faster than one would expect for shared hosting, much faster than some other hosts I've used.
