linking a table cell or area

Using dreamweaver I have made a drop down menu using text links in table cells with a mouseover on/off on the links and a stylesheet so that the table cells are coloured with borders to make the menu looks like it is made with buttons. However, when you put your mouse over the "button" it does not link unless you put your mouse over the text. Is there any way of making the whole table cell linked in case the user does not click exactly on the text? perhaps you have to use a map of some sort?. I am trying to do this without using images or javascript. Please can anyone help?.
