Google has said that there is no special ranking boost for responsive sites but explains that responsive is their preference because it's easier for everyone. When we look at the websites that get the most organic traffic from Google search, the majority of them will be responsive.

Responsive website design is going to be important because Google switched their crawlers to be mobile page crawlers. Google is going to index your site depending on how your mobile page is configured. If you don't have mobile page then google will use the desktop version of your site to index. But by default your mobile page will be the first thing Google checks when arriving upon your site.

Responsive web design means that you don't have separate mobile, tablet, and PC versions of your site: the site adapts to whatever size screen it's being displayed on.
