Website ranking Issue..?

There are two website...One website rank on a canada,USA.. But second website rank on a only USA...
Why this is so..??

I want second website also rank on a USA as well as Canada also.

So, is it possible..Or any good suggestion..

Are the domain TLDs geotargeted? As in website.ca or website.us instead of website.com? That is one possible reason why a domain might rank in one region but not another.
