I already doing following task:

Page rank depends upon the value of your inbound link. Google evaluates how many links there are to your site from other pages, and the relevance and quality of the linking sites. PR is calculated on an article by article basis rather than on a site by site basis. So your home page might have a PR5 ranking, while your most recent article might have PR0.

Building quality backlinks is the best way to rank the website. It can be done through guest posting, question answering websites, forums, blog commenting etc.
Also the quality content is can make any website rank easily..but make sure you have good amount of visitors.

PageRank hasn't been updated in 2 years by Google (if you're referring to the little green bar), however if you're referring to your rank in the search results, Google obviously up date it all the time.

As other people have said, focus on quality and unique content far more than quantity, both on your website and in the links going to it.

Website rank in Google can be achieved by good on page and off page techniques. Content building and promotion help to build your website ranking faster in search results. Also PR or page rank can be increased by good content update and by building backlinks from relevant high page rank webpages. But page rank is of no value today as Google has stopped updating their page rank algorithm since the past couple of years.

To rank website on google, you have to seo hard,.
for the page rank indicator (PR), it depends on a lot of factors (quality of your content, quality of backlinks, age of your domain)

I will tell you about some steps which can help you with your rankings:
- create semantic core - a list of targeted keywords;
- Find out the cost of top 10 for your keywords. 
- Prepare a detailed link building plan;
- Build links gradually and steadily;
- Get backlinks with different, unique anchor text and different keywords;
- Use synergic effect of Google Penguin;
- Surround your links with content;
- Get backlinks from pages with various SB Rank;
- 20% of links should point to the inner pages of oyur website;
- You won't rank high without on-page optimization;
- Avoid the next 5 mistakes :
