Both are important and you can't succeed if your website is not well optimized on- and off- page. For example, you have plenty of good backlinks, but if the code and the structure of your website aren't good enough for the google bot, it will just disregard your content. Also, duplicate meta tags will bring you only negatives as well as duplicate content.

Here is my problem: I'm doing SEO a website which lacks of many neccessary elements for SEO such as: robot.txt, sitemap.xml, meta description...I dont have the permission to access to its code to edit these element.

I only can write new content (The site owner give me a CMS account to post/edit content) and build backlinks to this site.

What must i do to SEO this website? I think i must update content regularly to make Google bot come back to this site
