I wanan know a thing, that if Google is going to penalise your website, would does it notice you?, or tell you: your website is violate our Google rule, we decide to banned it, please waiting your website blocked. and by which ways?

it gets you banned and your website will not be accessible anymore..

It de-index your site and lowers the ranking this leads to loss of traffic. Even some times it de-index and ban your site completely.

While penalizing some times it notify you by rising red flag message in your Google webmaster account.

just put this query in Google search and if your site come up in Google search results then nothing happened & everything is normal but if you don't see your site in search result then its mean Google has banned your site or have been sandboxed or de-indexed etc.

Here is the simple search query to check it.
site:www.yoursiteurl.com

That's it.
