 In my opinion. Blog comments attract more unique visitor in your website. If the blog comment links contain do follow, it is more benefit in 2011 SEO.

Every link has not equal value. Link in the blog post is very effective than the link in comment section. But quality comment on your niche blogs helps to drive traffic and improves search engine ranking.

it can be effective in terms of traffic. from an seo view it will give your website link diversity (assuming you use other methods to build links) and ths will look natural to search engines. in terms of PR you wont gain too much as header/footer links don't count for much as oppose to contextual links. also the high number of outbound links on the page dilute the PR weight that is given to linked sites.

It has been as effect as before. But the hard thing about blog commenting is your comments must be approved first by the moderator or else it will be useless.

I think blog commenting is effective and helpful for traffic and ranking. But your comment is most relevant to blog which raise point of discussion to other people or blogger and if you get dofollow link from that particular blog than it is helpful to increase backlink of your website.

I guess it depends on whether you can find relevant good PR blogs to comment on. I've really struggled with that and don't find it a useful way to spend my time.

Perhaps only if the blog you are on has any relevancy to your website. If it has the same targeted keywords as the ones you are going for and it has a higher pagerank it could possibly benefit you.

Any link building technique is effective if you get good and quality backlinks and traffic. If you really want to know how much is blog commenting effective, just try it. This is the only way to find out, would it be really effective for your website.
