Can We Schedule Our Posts in Google+, if yes then what is procedure?

There is an extension available for Google Chrome, called as DoShare thta allows to schedule posts on Google+.
When you install DoShare from Chrome Web Store you will come up with a tab.
And then you can type a status, upload a photo or put a link in your post and click a schedule button. Then you  need select a date for your post to appear on Google+ and then click on the Schedule button again.

I manually do the posting cause I am aiming for timeliness besides I don't actually post a lot on g+ but its a good source of traffic.

Yes! Register to Buffer app or Sprout Socials. But I'd rather recommend Buffer App since it allows you to upload videos and it sets limitations. If you are scheduling a post and you want it to post again several times on the following days, Buffer App will hinder you to do that which I find it effective to prevent spamming. Google doesn't like repetitive posting.
