First of all make list of all the low quality links and then find out the sources from where these links are coming from. Then request the webmaster to remove the back links if you are not the admin of the sites from where the links are coming. If not possible then disavow the links in google webmaster tool.

Hi,
I would do what Jen suggested and contact webmasters to ask them about removing your link. It should work.
Cheers,
Adam

- This is the easy one: find the contact details of the website owner and ask him to remove the link.
- Check which low quality pages on your website are linked by bad backlinks and get rid of the pages instead of the links.
- Get rid of the domain and start all over.  8)

If you are listing links without availm you must contact the webmasters of this website and request them to remove your link from their website by  giving them a reason of its removal.  But often, this process takes too much time and that is why you can use the next options:
- you can use Google's  link disavow tool;
- you can send request for link removal to the webmasters;
- you can simply add 404 to the linked pages.
And these are the options that will work for you but you should remember that the process is slow and you have to be patient. Also you can start  a new website because it is easier to get Google ranking of fresh content then recovering suffering websites.

You should use Google Master tools to detect and disavow that links.
