Keep Google and Bing happy
The way to keep Google and Bing happy is to play by the rules. Playing by the rules means using only “white hat” SEO strategies. If an SEO company in Toronto, or anywhere for that matter, plays by the search engine rules, works hard and offers excellent customer service there is an excellent chance for SEO success.

I agree with you that doing white hat SEO is much better to get good search engine ranking.

Also an SEO company can never promise you to get #1. Nobody can, but they can give you an estimation.

Also important is the services and turnaround time.

give more profit to your client for the SEO they have done from you.
if your client has faith in you, they will hire you again.

Honestly, one of the most important things SEO companies need to know is when to fire a client. This is a very rare occurance, but usually about once a year the need comes to fire a difficult client. If the client doesn't implement anything you send them, complains constantly, doesn't understand what you are doing for them, and constantly demands things outside of the scope of the services provided in the contract, then it may be time to fire them. Firing clients is a black subject for any agency, but not every client will be a good fit.
