If you are talking about PR or Page Rank the most effective way to gain PR is to get links from higher PR than yours. For example, if you got a link from a PR 8 page, actual PR, with less than 50 OBL's from that page, your site probably would be a PR 5 at the next update.
The other option to increase PR to 5 get thousands of PR 0 links and it will be into the thousands to get there,
Or use a combination of both.
