What is the Penguin 3.1 Recovery Algorithm?

I have seen today that there are lots of sites get back to their position in Google. What has actually happened? I have seen somewhere penguin 3.1 has been rolled out and many sites getting their position back, is it true? But one of my site does not get back to it's position yet though we have removed all unnatural links.

Penguin 3.1 recovery algorithm is the revers effect of Penguin update. The websites, which were affected by this update, came across the ranking, which they had before this update. In other words, they came across the actual ranking.

Google had not released any Penguin recovery update. Google rolled out Penguin 3.0 on 17th October 2014 and it was in process till 20th November and most of website had noticed the latest cache in Google index is after 1st December so you may feeling it was an update from Google but actually not. The ranking variations you have noticed is due to 3.0 update.
