Building a program and affecting outbound links

Hi,

I'm developing an application mostly for General SEO Chores in the near future, one section of the application deals with giving the customer to submmit his web to some of the most popular search engines, the question lies in the way I'm developing the program, since I want to centralize this part of the program this is going to be really a link manager lying underneath my program interface, this will assure that I make one change all my users will have the data updated automatically and this is the way I want it but I think it will hurt my website rank since it's going to have so many outbound links and sometimes they will not be reciprocal so this means it will hurt my ranking?

It might not hurt your ranking only when the sole purpose of the site itself to give out bound links.
