Rewrinting URLs??

Hello Friends,
We are making a site but we are not sure whether to use dynamic links or static. Static will be good from SEO view point but it require more labour.
So, I am thinking of Rewriting dynamic URL to Static ones. But I am not sure of one thing.
Is rewrited URL is same as that Static one, from SEO view point?
Will Google treat it like any other Static Page?
Expecting Answers from Members with some experience in "URL Rewrite".
