Yes, blog commenting affects the SEO, in fact, they are so slow to load most of Google does not load the content of those comments, and does not use them to rank that page.
Many recent Google algorithm updates that your blog may be penalized for blog commenting.

Comments and reviews are part of main content on a page (from Google's Search Quality Raters Guidelines), if you use comment/review form on page.

Of course spammers love to use comments. Several years ago spammy comments might have negative side effects. Google can identify spam algorithmicaly but it takes some time. Now Google just neutralize affect of spammy comments. It means there will be a "zero effect" (not positive and not negative).

So, you need to use non-spammy comments. Nobody knows which comments will have positive effect for SEO. The main rule is if it is helpful for visitors, it will good for SEO.

Do they affect SEO ? Well, yes, they do. Because, in fact, they're so slow to load that most of the time, what you see is that Google doesn't load the content of those comments, and doesn't use them to rank that page.
