Is there any other way to transfer content to another domain without 301?

1. Select "Rredirection to a URL",
2. In the "Redirect to:" field type in the address of the new domain you want to forward traffic to,
3. Select "A permanent redirection for this source"
4. Press the "OK" button

When should you use 301 redirects? 301 redirects should be used when a page is no longer relevant, useful or has been removed. They are also really valuable for site rebuilds, where URLs are tidied up into the newer, cleaner pages.

A 301 may transfer authority and bad signals alike. Copying the content without redirects avoids direct signal transfer, but it also throws away backlinks, rankings and historical trust.

First check Search Console, manual actions, spam reports, anchor-text profile and link toxicity. Otherwise you're just changing the label on the same SEO problem.
