How do you decide which SEO tasks to focus on first?

When working on a website, there always seems to be a long list of things that could be improved. Technical issues, content, backlinks, internal linking, page speed, keyword research, and so on.

I'm curious how others decide what to work on first. Do you normally start with technical issues, focus on content and rankings, or look at the easiest improvements that can have an immediate impact?

I've found that trying to work on everything at once can make it difficult to see what is actually making a difference.

How do you normally prioritize your SEO work, especially when working with a limited amount of time or resources?
