Should web design company Place Links in Client Site Footers?

Is there good to have link in footer that website develop by any web design company? Like 1000 of website then is that safe backlinks into Google Eye?

Thanks for your suggestion, I post this question because I found many people talking about this type backlinks and they said its like spam consider by google ,Even I raed one moz post and said about to got penalize due to footer link, so I am here confuse.
