Do simple tools help in SEO?

I have a simple question.

We all focus on backlinks and blog posts for SEO. But I was thinking — does adding small tools on a website help in ranking?

For example, I added a simple tool to merge PDF files:
https://www.pdffixnow.com/merge-pdf

My idea was:

* People will stay longer on the site
* It may help get some backlinks
* It can bring traffic from search like "merge pdf online"

But I am not sure if this really helps in SEO or not.

So I want to ask:

* Do tools help in ranking?
* Or should I focus only on content and backlinks?
