Help With Backlinks PA | Backlinks to Backlinks??? How it works???

Hello!

Let's say i build a backlink from a good website or a forum with high DA to one of my blog articles.

Now the problem is that the page from this website or a forum that link to my article has a low PA, 1 to be precise.

What can i do to improve the backlink PA?? Create a backlink to the backlink??
