Submitting our site to forum is good strategy ?

Hi Guys,

I got many useful information for this forum site that you for yours reply. Recently i studied how to do link building it says do directory submissions and social bookmarking and forum submission but some site says forum submission may be work but beware when you submit in forum because lots of spammy site are in directory as well as forum sites. My question is how to find whether the directory or forum site is good. I check page rank for the site using tool. But the problem is Google didn't update there Page rank for past one year. Please Help Me. Thanks in Advance.
