There is a strange bug with videos shared with Private Communities not playing on mobiles devices. I'm on IOS. I tested sharing the same video with two Google+ communities. One private community one public community. I'm the owner of both the private and public community. The video appears on both but only plays on mobiles for the public community but plays for both on desktop. I myself cannot play on my mobile device (iPhone5) videos I shared with my private community on the Google+ app and web for mobiles devices. The videos play fine on desktop though. Members of a private community cannot play on their mobile devices videos I'm sharing with them.

Now, how to create a Google+ Community:
Visit plus.google.com/communities
Click 'Create Community'
Choose a Name
Then select whether you want to approve new members or not. Basically do you want it private or public?

Sign up to G+ ==> After registered, Sign in on G+ ==> Then Select Communities from Dashboard ==> Select Yours ==> Create a Community ==> Fill the details and enjoy the benefits or services

Log in to your Google+ account and mouse-over the Home menu to reveal the Communties menu item and click it (or go to https://plus.google.com/u/0/communities directly).
In the upper right corner, click on the blue CREATE COMMUNITY button.
Decide if this is going to be a Public or Private community. Private communities can be joined by invitation only, so if you want people to be able to find and join your community on their own, make it Public. Select one. (Note: if you're not sure, give this careful thought. Privacy settings CANNOT be changed once your community has been created.)
