New City being addws to anchor text links

I have a 3 year old website Page rank is 3. I have 6K back links. I have been adding for a month anchor text for a nearby city. I am not getting quick results. I think this is normal  I do income taxes for locals and tax season begins in 60 days. I do not think I can achieve a page one ranking in this time

Any advise would be appreciated
