Yes,Link exchange may give you more visitors if your exchanger site have high PR and they also have good visit.But as per my seo experience one way link building is better then link exchange.

i very much disagree, link exchanging (reciprocal links) is an absolute waste of time as these type of links carry no value to search engines therefore does not affect your rankings. you need to concentrate on one-way inbound links from high PR websites which is one of the most important factors that the search engines look at to determine the value / status of your website. link exchange is an old technique and not used by seo's today
