Order of H1 & H2 tags

Is it ok to have the H1 tag lower down on the page than H2 tags?

No, it's not OK.
H1 is more important, so H1 must be above Н2, h3 and so on.

I heard nothing of an H tag.
It doesn't really count. In a blog of mine, I used to put this tags in the footer just because the header needed some banners (and not text) to look good!
