Hi,
I am shifting my website in one month, and I am thinking to start all seo works such as blog posting, link building, forum posting etc., even before the website starts  working properly. Will it be the right decision or just waste of time?

It will be a huge waste of your time as it would give you no results. First, complete your website then do its indexing only after that you should start working on those factors which you have mentioned in your question.

Remember, The biggest pillar of SEO is "Content".
Content is King.
But you have no content!

So, do the first thing first dear.

Optimizing a website can refer to search engine optimization, which increases your website's ranking on search engines, or to performance optimization, which ensures that your website runs quickly and smoothly. Learn how search engines rank sites and discover keywords to attract new visitors to your site. Dive into the code and look for improvements to keep your visitors around, instead of waiting for a page to load.

Are you planning to shift your website to a new URL? If it is so then you can just use a search engine friendly redirection method like 301 redirection instead of building a whole new website again.

In case you don't have enough content and links on your current website then you can safely shift to a new website. But if you have like 10-20 pages with 50 articles then I would advice that you better start using the 301 redirect method as it will be helpful and it will reduce your efforts.

But if you have only 5 pages and only 5-10 articles written then you can safely migrate to a new website. You need to make a choice between the two conditions I have told you in this post

I think you should start your website first then do SEO.
