I agree with stephenj141.
The best backlinks for SEO, in general, are the ones you don't control. If you place the link, it's not the best.  Blog comments, not the best. Forum signature - not the best. Directories - not the best. Guest blogs - not the best.  Earning links isn't always possible or attainable but if you're after the best, the best ones are placed on sites naturally by people who love what you're doing. Everything else is just waiting to be devalued.
Backlink from:1. profile article,  2. book mark, 3. signature, 4. wiki article,  5. blog comment etc.

Qualified backlinks and a large number of backlinks will be useful.You can make backlinks from good and or reputable resource and backlinks with your keywords, to follow backlinks are also better than no follow backlinks.

Links are good but only if your site justifies the incoming links. If you have a bad site that's crappy for users, you will only succeed in getting paid links or spam links. You're better off focusing your attention on creating the type of site people will want to link to instead of trying to get incoming links.

But yes, relevant links to a quality site is very good for your rankings. Spam links work too but that only last for a short while and then you get slapped with a penalty and have to work hard to rank again. It's not worth it for a real business.

In my opinion, you should avoid link exchange programs. Ususally, these websites offer to link to your site in exchange for your putting a link to theirs.  First of all you should remember, that you don't always know whom you are linking to. If your link exchange partners are links farms, then your website could even end up being banned by the search engines. Generally, it is not a good idea to link to sites about which  you have little or no knowledge. Links to and from bad sites are worse than no links at all.  And in the end, be wary of adding a large number of backlinks to your site quickly because this looks dim and contrived. It is only my opinion, you decide.
