I already know how to check a sites PR, however it's possible and very easy to fake PR. I want to know how to work out if the PR is fake or not.

Example this site has a PR7 but it's totally fake and de-indexed by google: http://jessielambiase.com/

This site has a PR5 http://www.istediginkod.com/
it's a spammy site, basic blog template selling links in articles, it has 25 really poor backlinks and a domain age of 2 years, it's pure trash so I think the PR is also fake but cannot tell. How could it possibly be PR5 it's trash?

Both sites are owned by the same guy.
