Is External links section on Search Console, reliable?

I was reading on another forum that External Links section of Search Console is not reliable. I myself observed another backlink checker tool showing me different number of links. Moz is also showing different number of links from what search console is telling. For example there are no links in search console for one of my blog while MOZ is telling 18 links for the same blog.
