Hey i have seen the same query at another site. Any way i tell you. Link circle is same as link wheel. But the difference is that in link circle , linking process to other sites is going on in circular way among limited and definite site. Where as in link wheel linking process is going on and on to another , then the other site and not need in circular way. And no limit for definite site as it can include new and new site for more linking.
As site a link to b , b link to c and again c link to a :  link circle.

1st thing it is not link circle it is link wheel
2nd prcys has described it so well
3rd if you still couldn't get it then type link wheel on google search and click on images you would get the better answer there
