You can check your website blacklisting in webmaster tool. You will receive an error message and also will know about the cause of blacklisting for your website.

There is a difference in Blacklist and Sandbox/ Deindexed.

To check if your site is deindexed or sandbox by Google. Then do this search query: site:yourdomain.com

If you see nothing in results, then yes your site has been penalized by Google.
