PPC ads do not provide a do follow direct link to your website. They provide redirect link which do not pass link juice. Link coming from PPC have no value. but on the other hand you can get more traffic with PPC campaign and many of the visitors come to your site  might be bloggers or webmasters if they impress with the service you are providing they might give a link to your website. It means we cannot use PPC as a direct link building method but it will definitely bring huge number of natural backlinks to our website.
