Displaying additional info when pointer hovers over links

Hello there.

I am concerned that the name of the links on the index page of the basic web site I am managing are not descriptive enough. I would like to be able to create a box that pops up, when the mouse pointer hovers over the link, to explain a bit more about what is available if the user follows that link. The effect I'm looking for is similar to that which happens when hovering over an image containing and ALT tag.

Can anybody either explain how I can achieve this (if it's simple) or provide the terminology for this effect so I can read up on it?
