External File Linking

Hi,

I am building my first website and would like to simplify admin. I use the same menubar on each page in my sight. Is there a way to create an external file containing the links for my menubar and have each page on my sight call that file? Same concept as a CSS, but instead of style, I'd like to reference content. This is so I only have to edit one file and all of my pages would be correct.
