Two Sites with Same Content

I am having two sites one is for USA and another is for CANADA. Both URL is almost same just for USA its .net and for canada its .CA. Both sites content are same. It can be called copy content?

Yes, copied content since they have different URL extension. But don't think that Google will penalize you for that. The first content that is indexed by Google is the one who will gain more.

In order for any database to recognize duplicate copies, it must have them indexed; i.e., there's no risk of duplicate content not being indexed.

As for the SERP displays, Google does not exclude duplicate content; rather, it evaluates all within the context presented, and within the context of the query string, and orders the SERPs accordingly.

I think for global search, one of your website will reflect in search result...

But for country specific results, both the websites will have their own rankings. for instance, if a Canadian user throws your targeted keyword in the search box, your website will rank (despite of having similar website for USA audience)

You can keep multi TLD extensions. But, content in not copy. it should be unique

Same content on different ccTLDs is not consider as duplicate/copy content. Google will automatically detects the preferred version.
