Proper noscript use without Google penalty

I have a webpage I am optimizing for Google SEO rankings. https://dawmixing.com/rpm/

I read an article on Google's dоcumentation: https://developers.google.com/search/docs/advanced/guidelines/hidden-text-links

It stated

JavaScript: Place the same content from the JavaScript in a <noscript> tag. If you use this method, ensure the contents are exactly the same as what's contained in the JavaScript, and that this content is shown to visitors who do not have JavaScript enabled in their browser.

-in other words I can use noscript for my JS elements and if done properly will not be penalized and may see uptick in SEO rating.

I did this twice. Once towards the bottom of this webpage, where normally an expand-collapse dropdown is shown. https://dawmixing.com/rpm/ In its place, when javascript is disabled, noscript kicks in and displays all of the text that normally would be in dropdown.

I also did this with a youtube video more towards the middle of my page. In place of vid, when JS is disabled, page displays text with a link to video.

Is this proper use of hidden "alt" text and does it comport with Googles guidelines?

Secondly, if I properly do this with all my images, JS elements, and video transcripts, will this benefit my SEO?

Does anyone know how to include the noscript tag to avoid Google penalty (is the way to avoid using hidden seo text but can put the seo text in the tag) ??
