I think many of the same old link building tactics work, they just have to come from relevant sites and not be spammy. If you're building relevant links from things like blog posts or social media then you're fine. If you're building links from things like PBN's then you may get penalized.. But, this is how it's been for years now, so nothing has really changed in my opinion..
