Before we discuss this, it will be great if you refer keyword density term in SEO.  !-!

But how does keyword density is related to the heading tags count?

Google doesn't care if you use h1, h200, or <div class="fake-heading"> - they'll still rank you by content quality. But sure, let's pretend markup matters.

Use one h1 (because "best practices" are just corporate bingo cards), then h2-h6 like a drunk guy stacking Jenga blocks - just don't blame me when your UX implodes. And for God's sake, stop abusing heading tags for CSS hаcks - that's what display: flex is for, you DOM graffiti artist.

Honestly this thread overcomplicates it a bit. There is no magic number of H2s or H3s per page. The rule I follow: one H1 that states what the page is about, then as many H2s and H3s as the content genuinely needs to stay organized.

Google has said for years that multiple H1s will not get you penalized, and that is true, but one clear H1 keeps the page focused and makes your own content planning easier. H2s for the main subtopics, H3s under those when a section gets long. If you find yourself forcing headings in just to hit some quota, that is usually a sign the content itself needs work, not the headings.

Also worth saying: headings are a small ranking factor at best. A well-structured page with logical headings helps users and crawlers understand the page, and that is the real point. Write them for humans first and do not stuff a keyword into every single one.
