Weird Search Result Phenomenon

Upon searching in Google, you will see - typically - that we have two results, one after another - normally #7 and #8.  Sometimes, the home page goes away from the search results, and the remaining page (About PE page) jumps up to  - typically - a #4 or #5 ranking.   Which delivers more traffic than two pages at #7 and #8.

So -

A.  Why does this happen?   This is very unusual, isn't it?
B.  Can we do to "force" one to go away
C.  Prefer the remaining page to be the Home Page (might as well as for the moon)

I just visited your website and it shows 403 Forbidden: Access denied  , 2nd thing the error can be get fixed through url redirection either you can use htaccess or you can take the help of your developer to fix it through control panel .

however search engine recommend 301 permanent redirection for pass the ranking value to the website .
